Application Fact Sheets

  • A Guide to Utility Allowance (PDF/260k): To keep housing affordable for low- to moderate-income households, The Road Home asks you to consider a utility allowance when selecting affordable rent levels on your application.
  • A Guide to Financing Your Repairs (PDF/256k): All Small Rental Property Program participants must provide a finished unit that meets the Louisiana Building Code. It is likely that you will need to complete repairs before an incentive loan will be granted. This guide provides financial planning resources and information on participating lenders that may be able to help you finance your repairs, if needed.

Legal Documents

  • Multiple Indebtedness Mortgage (PDF/69k): The mortgage document outlines the obligations and liabilities of the Mortgagor (the Borrower/Applicant) to the Mortgagee (the State of Louisiana, Office of Community Development “OCD”) that results from the fact that an incentive payment loan is being provided to you.   • Promissory Note (PDF/27k): The Promissory Note is the document that evidences the Borrower’s obligation to provide the agreed upon housing for tenants at or below 80% of median income.  In ordinary circumstances a Promissory Note has an interest rate and frequently amortizes over the term of a loan. Due to the fact that the incentive payment loan has an interest rate of zero percent and is non-amortizing, the forgiveness feature is reflected in a schedule that is attached to the promissory note.   • Incentive Payment Agreement (PDF/82k): The Incentive Payment Agreement specifies the responsibilities of an Applicant to provide rents at the agreed to affordable levels for up to ten years in exchange for the zero interest loan that is forgivable over a ten year period of time. The Tenant Income Verification requirements are attached as Exhibit B to the Incentive Payment Agreement, as well as the form of certification that is to be signed by the tenants that occupy the units. Choosing Your Tenants Materials

  • 2008 Area Median Income (AMI) Limits (PDF/149k): The Area Median Income (AMI) is used to determine affordability levels and income eligibility for the Road Home Small Rental Property Program. The Department of Housing and Urban Development (HUD) publishes the AMI tables for each family size in each parish annually and are adjusted for a specific area. The Area Median Income levels in this chart determine the 50%, 65% and 80% levels for each family size by targeted parish.
  • Guide to Tenant Selection and Requirements (PDF/197k): This guide informs you of your obligations to select an income eligible tenant and explains applicable laws and regulations to which you must comply. This guide also contains a sample lease addendum, required tenant income verification documents and a Tenant Race and Ethnicity form to be provided to new and existing tenants.
  • LAHousingsearch.org Fact Sheet (PDF/187k): As a participant in the Small Rental Property Program, you will be required to list your property on LAHousingSearch.org, a free listing service that enables you to describe your property in great detail for prospective tenants.
  • Move-In Notice (PDF/43k): Participants of the Small Rental Property Program must read and understand the Move-In Notice and provide it to any tenant household that may move into their property before their award is disbursed. Tenant(s) must sign the Move-In Notice stating that he/she understands the conditions under which he/she is moving into the rental unit. After the Move-In Notice is signed by the tenant(s), the Rental program participant must ensure the signed document is received by the Rental program.

  • Clarification of Term – Linear Feet of Cabinetry (PDF/34k)

  • Guide to Estimating Your Cost to Repair (PDF/22k): The Small Rental Property Program calculates awards based on the lesser of the maximum incentive that you have selected from the tables provided in the application or 100% of the estimated cost to repair the property. Regardless of whether you have completed construction or not when you applied, the Small Rental Property Program will accept a variety of documentation to identify your cost to repair. This document explains in detail all available construction cost verification procedures required by the Small Rental Property Program.

  • Guide to Green Building Standards: For Rental program participants who indicated that their property would be built to one of three national green building standards (the National Association of Home Builders Silver or Gold Standards, LEED, or Green Communities Standards) this guide gives the requirements of each one, with explanatory material for the Louisiana Rebuilds Green Checklist, derived from the Green Communities Criteria.

  • Universal Design Standard (PDF/108k): For Rental program participants who indicated that their property would be built to a Universal Design Standard, this document lists each of the mandatory, required, and recommended features that you must furnish to accommodate the widest range of potential users, including small children, the frail and elderly, people with mobility and visual impairments (disabilities), and other special needs.

  • Visitability Standard (PDF/74k): Visitability can be considered as the first step towards an accessible home, one which accommodates the widest range of potential users. For Rental program participants who indicated that their property would be built to a Visitability Standard, this document provides a list of the features you are required to provide.
